Honigman Adds Experienced Automotive Regulatory Attorney Tom Healy in Washington

Washington – Honigman LLP announced today that it is expanding its Regulatory Department with the addition of automotive attorney Tom Healy as senior counsel. Healy further grows the firm’s Government Relations and Regulatory Practice Group in Washington, D.C. following the addition of government relations and regulatory advisor Ricardo White last week.

A former senior attorney with the National Highway Traffic Safety Administration (NHTSA), Healy specializes in federal motor vehicle safety law. He advises clients on a wide range of Department of Transportation (DOT) and NHTSA regulatory issues, including safety-related and noncompliance recalls, investigations and enforcement proceedings, compliance with federal motor vehicle safety standards, and requests to withhold documents under the Freedom of Information Act.

"With more than 13 years of agency experience, Tom’s practice is well-suited to help both our automaker and supplier clients navigate the full spectrum of interactions with regulators, from product design and testing to recalls and warranty litigation," said Andrea Hansen, co-chair of Honigman’s Regulatory Department. “His seasoned advice will be exceptionally valuable for companies facing manufacturing challenges in this complex regulatory landscape.” 

At NHTSA, Healy advised on investigations to identify safety defects and statutory violations, as well as compliance regarding recall filings and owner notifications. He also counselled senior agency officials on pursuing enforcement actions for civil penalty matters, negotiated settlement agreements, and drafted regulations related to motor vehicle safety. His experience includes regulatory issues pertaining to automated and self-driving vehicles, including legal issues relating to recalls, imports, and other regulatory matters.

Healy earned a J.D., cum laude, from American University, Washington College of Law in 2010, and a B.A. in Economics from Boston College in 2004. While in law school, Healy served as intern to the Honorable Reggie B. Walton of the U.S. District Court for the District of Columbia, law clerk in the General Counsel’s Office of the U.S. Department of Transportation, and legal intern to D.C. Councilmember Mary Cheh.
